
The IRS released their Priority Guidance Plan for 2008, which is always a good indication of what to expect from the IRS during the next year. As expected, most of the items on the list are derived from Pension Protection Act requirements. A few of the interesting items on the list are:
- Regulations under Section 529 regarding qualified tuition programs;
- Guidance concerning corporate-owned life insurance under Section 863 of PPA;
- Guidance on special pay plans for governmental employees;
- Final regulations on converting an IRA annuity to a Roth IRA annuity. Temporary regulations were published on August 22, 2005 (408A);
- Proposed regulations on hybrid plans under sections 411(a)(13) and 411(b)(5), as added by the Pension Protection Act of 2006;
- Guidance on automatic enrollment under sections 414(w), 401(k)(13) and 401(m)(12), as added by the Pension Protection Act of 2006;
- Guidance on the transfer of assets from a section 401(a) plan to a Puerto Rico plan.
